Procedure

This task consists of three parts.

In the first part, participants first divide into groups of three. Each person in the group chooses one of the following three topics and becomes an expert on that topic:

• Legal gray areas
• Dealing with copyright infringements
• Copyright and internet policy

Each person receives the relevant working materials (working materials 1–3) for their topic and works on them individually.

In the second part, all experts come together in expert groups for their respective topics and discuss their findings with each other. They are then given a scenario (working materials 4–6) and work on this together with the corresponding assignment.

In the third part, the core groups come back together, present their respective scenarios, and report their findings to each other.

Preparation

• Working materials 1–6 must be printed out and made available to the participants.

Notes on moderation

• As the political situation surrounding copyright on the internet changes quite frequently, it is advisable to check the validity of the sources provided here and update them if necessary.
• Following the last working phase of the core groups, the scenarios should be discussed in a plenary session so that any open questions can be clarified or discussed.
• Alternatively, the three scenarios can also be worked on in the core groups instead of in the expert groups. The expert groups would then only compare, discuss, and complete the results of the individual work.
• The information presented in the sources provided refers to the German legal situation regarding copyright on the internet and cannot be readily transferred to Austria or German-speaking Switzerland/Luxembourg.
